Undercover police officers have spied on more than 1,000 political groups since 1968. However, no official list of these groups has been published. This database is an attempt to compile such a list. It is a work in progress and will be updated as more information is made public. The aim is to make more visible the nature and scope of a covert operation that has spanned more than four decades. The information has been compiled following investigations by the Guardian and the Undercover Research Group, a network of activists that scrutinises the covert infiltration of political movements. The group is also publishing a similar database. The HN or EN ciphers have been allocated to individual officers at a public inquiry that is examining the infiltration. Animal Liberation FrontAnimal rights Fake IDBob Robinson Dates1984-1989 CypherHN10 Bob Lambert, who used the fake identity of Bob Robinson during his covert deployment, has been accused of carrying out an arson attack on a Debenhams department store – an allegation he denies. He has said he was responsible for helping to jail two animal rights activists, Andrew Clarke and Geoff Sheppard, for setting fire to Debenhams stores in 1987. Fake IDMatt Rayner Dates1991-1996 CypherHN1 Rayner has been accused of encouraging and helping an animal rights campaigner to commit illegal acts which led to him being jailed for four years, according to legal documents. She has criticised senior officers for naming her while concealing the identities of her superiors, who authorised her to take part in the raid. The inquiry did not accept his denial. In April 2018, he admitted he had sexual relationships with two women, known as "Ellie" and "Sara". The inquiry attempted to obtain from him contact details for Ellie. He said that all he could provide was "a guess at an old email address". In August 2018, Ellie came foward and said she had had a sexual relationship with Straven in 1999-00 and had remained in touch with him. She said Straven had contacted her to say he had been an undercover officer in the Special Demonstration Squad and warned her that the inquiry may be in touch. She has told the inquiry that Straven deceived her into a sexual relationship that started in 2001 and lasted about a year. Sara has told the inquiry that he deceived her into a sexual relationship between late 1998 and March 2001. Anti-Apartheid MovementAnti-Apartheid Fake IDUnknown DatesLate 1960s Cypher— An undercover officer, whose real name was Mike Ferguson, was sent to infiltrate the Anti-Apartheid Movement in the late 1960s. According to his handler Wilf Knight, the officer foiled at least one demonstration by campaigners. Fake IDStewart Goodman Dates1970-1971 CypherHN339 Police conducted large-scale surveillance of campaigners in the UK who supported the end of apartheid. Fake IDMichael Scott Dates1971-1976 CypherHN298 According to the public inquiry, Scott was arrested at a demonstration against the British Lions rugby tour to South Africa on 12 May 1972 for obstruction of the highway and of a police officer. He was prosecuted in summary proceedings in his cover name. He was convicted, fined and made the subject of a conditional discharge. His actions were approved by his line management. According to the public inquiry, "he resigned from the Metropolitan Police Service in the early 1980s. Subsequently he was arrested for the unauthorised possession of official documents. He was not prosecuted on the advice of the Director of Public Prosecutions. Thereafter, he undertook work in the private security sector in Asia." They lived together in a flat while at the same time he was married to another woman with children. At the end of his deployment, he pretended to have depression and disappeared from Alison's life. After many years of detective work, she established his true identity and successfully sued the police. He appeared on a BBC documentary in 2002, using the alias "Geoff", saying that he infiltrated the SWP. It has been suggested that Robertson cut short his deployment after he was recognised as a special branch officer. Big FlameLeft-wing Fake IDRick Gibson Dates1974-1976 CypherHN297 Gibson's undercover deployment was ended early after activists became suspicious. They confronted him after discovering a death certificate showing the individual that Gibson was purporting to be had died as a boy. Black Power MovementAnti-racist Fake IDPeter Fredericks Dates1971 CypherHN345 Police monitored protests organised by black power activists who campaigned against racism. According to the public inquiry, he spied on a number of groups, including those opposed to apartheid in South Africa. Blair Peach campaignJustice campaign Fake IDUnknown Dates— Cypher— One of the most controversial events in modern policing history, Blair Peach, a 33-year-old anti-fascist protester, was almost certainly killed by police at a demonstration in April 1979. He died from a blow to the head during a demonstration against the National Front in London. Police have confirmed that the Special Demonstration Squad collected information about the campaign to uncover the truth about his death. British National partyFar right Fake IDAlan 'Nick' Nicholson Dates1990-1991 CypherHN56 According to the public inquiry, "he was deployed for about a year in the early 1990s into the moribund branch of one potentially violent group". His lawyers have said that "his level of infiltration was comparatively superficial". Fake IDUnknown DatesEarly 1990s Cypher— He infiltrated the BNP at a time when its headquarters were in a bookshop in Welling, south-east London. Campaigners pressed for the bookshop to be closed on the grounds that racist killings and attacks had increased in the area. During a demonstration against the bookshop in October 1993, he was inside the building. He was part of the Special Demonstration Squad that was shut down and "his deployment was ended before he had succeeded in doing so". Brixton Hunt SaboteursAnimal rights Fake IDAndy Davey Dates1991-1995 CypherHN2 Davey, whose real name is Andy Coles, left the police in 2012 and became a Conservative councillor in Peterborough. There is a campaign to remove him from the council after a woman, known as Jessica, said he groomed and manipulated her into an intimate sexual relationship while he was undercover. He has denied this. She is taking legal action against the police. Brixton and Croydon Hunt SaboteursAnimal rights Fake IDJames Straven Dates1997-2002 CypherHN16 The public inquiry is investigating why and how this officer used a second fake identity, Kevin Crossland. According to the inquiry, the use of this second name "does not appear to have been sanctioned" by his supervisors in the Special Demonstration Squad. The real Kevin Crossland died aged five in a plane crash in 1966. His relatives have described how Kevin was flying with his family from Luton aiport to go on holiday: "Kevin and his sister were very excited, they had packed their favourite toys to take with them. On the way to Luton airport, both were singing 'we are going to the summer holiday'." The plane crashed as it was coming in to land in the former Yugoslavia. Broadwater Farm Defence CampaignJustice campaign Fake IDJohn Barker Dates— Cypher— The campaign was formed to support and defend people who had been arrested or convicted after disturbances on the Broadwater Farm estate in London in 1985. It campaigned for Winston Silcott and two others to be released from jail. A photograph shows that Barker, an undercover officer in the Special Demonstration Squad, attended a demonstration outside Wormwood Scrubs prison in 1988 where the trio were jailed. Building Workers GroupTrade union Fake IDMark Cassidy Dates1995-2000 CypherHN15 This was a group consisting of construction workers. According to activists, Cassidy regularly attended its meetings and sold its newssheet at pickets. Campaign for Nuclear DisarmamentAnti-nuclear Fake IDJohn Kerry Dates1980-1984 CypherHN65 Little is known about this officer. The state has conducted large-scale surveillance of CND, including phone tapping and the use of informers. Cardiff Anarchist Network (South Wales Anarchists)Anarchist Fake IDMarco Jacobs Dates2004-2009 CypherEN1 Two women have described how they were deceived into intimate sexual relationships with Jacobs during his deployment in Cardiff. Police paid compensation to the two women. Jacobs has denied that he had intimate relationships with them. In interviews during an internal police inquiry, he declined to answer further questions on the advice of his legal representative. Video shows Watson dressed up in a clown costume – in pink and orange, with red dots on her cheeks and a green feather duster – in a protest against the Iraq war at the office of the Leeds MP Hilary Benn. Class WarAnarchist Fake IDUnknown Dates?-1992 Cypher— This officer held a meeting in 1992 in a safe house with David Shayler, the MI5 officer later jailed for breaking the Official Secrets Act. Shayler said the officer had been undercover for about four years. Fake IDDavid Hagan Dates1996-2001 CypherHN81 Hagan has said he suffered post-traumatic stress disorder and depression as a result of the work he did for the Special Demonstration Squad. Climate CampEnvironment Fake IDLynn Watson Dates2002-2008 CypherEN34 Climate Camp was set up in the 2000s by environmentalists to carry out direct action. It held a series of mass demonstrations. Watson was present at a Climate Camp demonstration in 2006 outside the Drax power station in Yorkshire. She had a one-night stand with an activist; she appeared to abstain from sexual relationships with campaigners during her deployment. Fake IDMark Stone Dates2003-2010 Cypher— Stone infiltrated many environmental protests. In April 2009, he was among 114 activists who were arrested near the Ratcliffe-on-Soar power station in Nottinghamshire. The exposure of his true identity led to the botched prosecutions of 26 activists who had been accused of planning to occupy the power station. Fake IDEdward David Jones Dates2005-2007 CypherHN66 (EN327) He was "deployed against a variety of groups in the early and mid-2000s. None of them committed acts of serious violence," according to the public inquiry. The inquiry has suggested that he was present at a climate change demonstration at the Drax power station in 2006 (where his colleague Mark Stone was beaten up by uniformed police). Colin Roach campaignJustice campaign Fake IDUnknown Dates1980s Cypher— In 1983, Roach died from a gunshot wound in the foyer of Stoke Newington police station in north-east London. An inquest jury ruled that he had committed suicide. A campaign disputed this verdict on a number of grounds and pressed for an independent investigation. Sir John Mitting, the retired judge leading the public inquiry, has said that the Special Demonstration Squad collected a significant amount of information on the campaign's activities. The squad gathered information on individuals who were part of the campaign, although it did not infiltrate the campaign itself, according to Mitting. Colin Roach CentreCommunity centre, London Fake IDMark Cassidy Dates1995-2000 CypherHN15 The centre in east London was named after a 21-year-old black man who died in the foyer of Stoke Newington police station in north-east London in 1983. Activists at the centre helped to uncover allegations of police corruption in Hackney. Combat 18Far right Fake IDUnknown Dates1990s Cypher— In October 1993, anti-racist campaigners held a demonstration to close down the headquarters of the British National party in Welling, south-east London. This undercover officer had infiltrated this violent group and was in the company of neo-Nazis who were looking to beat up anti-racist demonstrators. Common PlaceCommunity centre, Leeds Fake IDLynn Watson Dates2002-2008 CypherEN34 Activists set up this centre in Leeds as a way of bringing about social change. For example, it hosted meals for homeless people and English classes for asylum seekers. Watson was its treasurer. Communication Workers Union (CWU)Trade union Fake IDPeter Johnson Dates1993-1997 CypherHN43 Peter Francis, who used the fake name of Peter Johnson while undercover, has disclosed that he gathered information on members of this union. Activists there became suspicious that he was a police officer. He disappeared and was later sent to infiltrate campaigners in Cardiff. Fake IDUnknown Dates1990-1993 Cypher— According to a confidential special branch document, a detective constable in the Special Demonstration Squad infiltrated the group in those years. Disarm DSEIAnti-war Fake IDJason Bishop Dates1998-2006 CypherHN3 According to activists, he helped organise demonstrations against the world's largest arms fair, Defence and Security Equipment International, which is held in London. DissentAnti-capitalist Fake IDSimon Wellings Dates2001-2006 CypherHN118 Wellings told activists he had a job installing security systems. He frequently travelled abroad to take part in demonstrations. Fake IDLynn Watson Dates2002-2008 CypherEN34 Dissent was the name given to an international network of radical groups that campaigned against the G8 summit in Scotland in 2005. Watson was one of 18 undercover officers who, according to an official report, infiltrated campaigners protesting against the summit. Fake IDMark Stone Dates2003-2010 Cypher— Stone infiltrated the core group of activists who were organising protests against the 2005 G8 summit of world leaders. He claims that his reports reached the desk of the then prime minister, Tony Blair. Fake IDMarco Jacobs Dates2004-2009 CypherEN1 According to his lawyers, Jacobs infiltrated Brighton Dissent Group in 2004 as police wanted information about protests that were to be organised against the G8 summit in Scotland the following year. Earth First!Environment Fake IDJim Sutton Dates1995-2000 CypherHN14 Sutton, whose real name is Jim Boyling, was dismissed from the police in 2018 after he was found guilty of gross misconduct. He deceived three women into sexual relationships while he was undercover. One of them has described how he isolated her and exploited her state of mind to entrap her in an abusive relationship. They married and had two children before separating. Boyling has denied he committed any criminal offence or misconduct while undercover. Fake IDJason Bishop Dates1998-2006 CypherHN3 The length of his undercover deployment – six years – appears to have been one of the longest of the undercover officers who were sent to infiltrate political groups. According to activists, he attended several meetings of the Earth First! group. Fake IDRod Richardson Dates1999-2003 CypherHN596 / EN32 To develop his alter ego, Richardson stole the identity of a boy who died two days after he was born in 1973. Following complaints from the boy's mother over four years, police admitted that the theft had caused her "huge hurt and offence". Fake IDJaqueline Anderson Dates2000-2005 CypherHN77 Little is known of her infiltration of this group, which carries out direct action. Fake IDMark Stone Dates2003-2010 Cypher— Stone attended an Earth First! meeting, an annual gathering of environmental activists, in Yorkshire in 2003, near the beginning of his covert deployment. Essex Hunt SaboteursAnimal rights Fake IDJim Sutton Dates1995-2000 CypherHN14 Sutton is recorded on camera with members of this group while he was pretending to be a hunt saboteur. He said he would be "delighted" to give evidence in support of four campaigners who were being tried for public order offences, according to documents. Fairford Coach ActionAnti-war Fake IDRod Richardson Dates1999-2003 CypherHN596 / EN32 Police have been accused of concealing the presence of Rod Richardson and Jason Bishop from judges in the UK's highest court in a long-running legal case. In 2003, more than 120 campaigners were unlawfully detained and prevented from attending a rally against the Iraq war at an airbase in Fairford, Gloucestershire. They successfully fought a decade-long battle to uphold their right to protest. Richardson was, according to activists, on one of the coaches carrying campaigners to the protest that were stopped by police and forced to return home. Fake IDJason Bishop Dates1998-2006 CypherHN3 Bishop, according to campaigners, was “heavily involved in the group laying on the coaches and other support”. Campaigners say that the two police spies could have provided crucial evidence to bolster their case and cut short "lengthy, stressful and expensive litigation". Fire Brigades Union (FBU)Trade union Fake IDPeter Johnson Dates1993-1997 CypherHN43 Peter Francis, who used the fake name of Peter Johnson while undercover, has disclosed that he gathered information on members of this union. Globalise ResistanceAnti-capitalist Fake IDSimon Wellings Dates2001-2006 CypherHN118 Wellings was exposed after accidentally called an activist friend on his mobile and was diverted to answerphone. It recorded a short conversation Wellings had with another police officer discussing photographs of protesters. Activists realised he was an infiltrator. Fake IDRob Harrison Dates2004-2007 CypherHN18 According to the public inquiry, he was arrested for a minor public order offence together with several others. A document published by the inquiry indicates that he was arrested at a protest against a large arms trade fair in London, known as the Defence Systems and Equipment International exhibition (DSEI). The bill was criticised for being draconian. It eventually came into force in 1985. Harry Stanley campaignJustice campaign Fake IDUnknown Dates— Cypher— Police have admitted that the Special Demonstration Squad gathered information on this campaign, set up after a man carrying a table leg was gunned down by officers who mistook it for a shotgun. International Solidarity MovementPro-Palestinian Fake IDRob Harrison Dates2004-2007 CypherHN18 Founded in August 2001, this is a pro-Palestinian group. According to an account by the Electronic Intifada website, Harrison infiltrated the London chapter of this group as a volunteer and was involved in raising funds for the group. According to the account, he was a DJ (using the name "Boogie Knight") who played at fund-raising benefit concerts. He was involved in clashes with police during the protest and was arrested but released without charge.
