AA Nullification Is Bold Decision to Terminate State of War on Korean Peninsula
Pyongyang, March 25 (KCNA) -- The Korean Central News Agency (KCNA) released a report on March 24, clarifying the justice of the decision for nullifying the Korean Armistice Agreement (AA).

The first of the three-part report said as follows:


The Supreme Command of the Korean People's Army announced that it would totally nullify AA at the most crucial time when the nation is in fierce confrontation with the U.S., staking the destiny of the country and the nation. This was a just counteraction for self-defence to cope with the evermore undisguised U.S. moves to stifle the DPRK, and a historic and bold decision to push forward the efforts for the country's reunification and regional peace and stability.


The U.S. has abused AA as the leverage for pursuing its hostile policy toward the DPRK for nearly six decades. Its criminal acts turned the Korean Peninsula into the biggest hotspot in the world and a theater where a war may break out any moment.


The U.S. in collusion with hostile forces made up of riff-raffs has posed serious threats to the DPRK's sovereignty through the persistent and vicious military blackmail and economic blockade.


The Key Resolve and Foal Eagle joint military drills staged by the U.S. and the south Korean puppet forces were the actual nuclear war rehearsals that activated nuclear strike means including B-52 capable of carrying nuclear warheads and nuclear-armed submarine.


This is a brazen-faced violation and encroachment on AA and all the north-south agreements and an unpardonable provocation and infringement on the DPRK's sovereignty and supreme interests.


The unprecedentedly acute and serious state of political and military emergency prevailing on the Korean Peninsula urged the DPRK to terminate at an early date the geopolitical disaster, neither a war nor peace, which has lasted century after century on this land, and take a bold decision to guarantee the national sovereignty and regional stability.

The decision to nullify AA was a countermeasure for self-defense taken by the DPRK as it felt no need to be bound to the agreement which exists in form only owing to the U.S.


It is illogical for the hostile forces including the U.S. to build up the public opinion critical of the DPRK's "violation" over its toughest countermeasure while asserting that "AA can not be unilaterally dissolved as it was agreed and signed with mutual agreement".


AA is not one that requires bilateral agreement to be rendered invalid and it will be naturally nullified if one side does not abide by it.


AA has long been invalid due to the systematic scrapping of it by the U.S. and the unreasonable behavior of the UN Security Council that backed the U.S. moves for the last six decades.


When AA was concluded on July 27, 1953, at the end of the 500 odd-day heated talks, the attention and expectation of all the Korean people and peace-loving people of the world focused on its paragraph 60.


The implementation of paragraph 60 was a key issue in realizing the country's reunification and contributing to the Asian and global peace as it called for withdrawing all foreign troops from Korea, removing the root cause of a war and solving the Korean problem peacefully.


Nevertheless, the U.S. signed the "mutual defense treaty" with south Korea according to its already worked-out scenario on August 8, 1953, when the ink on the deal was barely dry, and legalized its military presence in south Korea. Therefore, it nullified paragraph 60 on the removal of all foreign armed forces.


Paragraph 13 d of AA banned the introduction of operational planes, armed vehicles, weapons and munitions from outside Korea.


The U.S. unilaterally declared the abrogation of paragraph 13 d of AA on June 21, 1957 and systemically introduced huge modern military hardware and over 1,000 nuclear weapons of different kinds into south Korea. As a result, south Korea has turned into the biggest nuclear outpost and nuclear arsenal in the Far East.


The U.S. deliberately repealed or violated the paragraphs of AA that stand in the way of its preparations for a new war in Korea and destroyed all the mechanisms overseeing the implementation of AA.


The U.S. serious breach of AA rendered defunct sentences related to the Military Armistice Commission i.e. from points 19 to 35 of paragraph 2 as well as those related to the Neutral Nations Supervisory Commission i.e. from points 36 to 50 of the same paragraph.


The U.S. has made ceaseless military provocations against the DPRK free from any legal and institutional restrictions and binding force.


This is evidenced by the fact that the cases of violation of AA totaled hundreds of thousands entailing hundreds of meetings of the Military Armistice Commission.


AA was able to exist though in form thanks to the DPRK's exercise of utmost self-restraint and patience.


The DPRK advanced lots of proposals for ending the state of armistice and setting up mechanism for ensuring durable peace on the Korean Peninsula. They included the one for concluding a peace treaty between the DPRK and the U.S. (in the 1970s), the one for holding tripartite talks including south Korea in the DPRK-U.S. talks (in the 1980s), the one for setting up new mechanism of ensuring peace (in the 1990s), the one for pushing for the issue of declaring the end of war at the talks of the countries concerned in AA (the Declaration for Development of North-South Relations, Peace and Prosperity on Oct. 4 in 2007) and the one for promptly starting the talks to replace AA with a peace treaty on the 60th anniversary of the start of the Korean war (the statement of the spokesman for the DPRK Foreign Ministry on Jan. 11 in 2010).


The U.S., however, ignored and turned down all these proposals.


It has never abided by AA but pursued a war, not peace.


It was absolutely unacceptable for the DPRK in the light of the supreme interests of the sovereign state to remain bound to the perfunctory document thrown away like a pair of old shoes by the other belligerent party.


A war breaks out unexpectedly.


The DPRK was compelled to take a substantial countermeasure of nullifying AA to defend the security of the country and the gains of the revolution and secure the sovereignty of the Korean nation in the face of the U.S. threat of aggression getting more outrageous not restrained by AA.

The decision to nullify AA was a just option of the army and people of the DPRK to put an end to the U.S. hostile acts against the DPRK with all-out action.
The U.S. policy towards the DPRK is to bring down its system to eliminate socialist Korea from the earth and AA is a main lever for implementing the policy.
The U.S. has abused AA for carrying out its anti-DPRK strategy to maintain constant confrontation and the state of war on the Korean Peninsula and stifle the DPRK by force of arms.
Maybe, the world does not know every detail of what great pain and extreme uneasiness the Korean people have suffered from the state of war imposed by the U.S. for more than half a century.
The ceasefire in the Korean Peninsula was an actual war fought without a declaration of war.
The U.S. has hamstrung every effort of the DPRK to build socialism and improve the people's living standard for more than half a century.
It has ceaselessly aggravated the situation in the peninsula to block the advance of the DPRK standing on the forefront of the struggle for independence against imperialism.
This situation compelled the DPRK to divert large human and material resources to bolstering up the armed forces though they should have been directed to the economic development and improvement of people's living standard. It also compelled the Korean people, the best in the world, to tighten their belts. The amount of human and material damage done to the DPRK till 2005 totaled at least 64 959 854 million U.S. dollars.
Uncountable are the mental oppression, political, moral and cultural damages done to the Korean people by the U.S. through its persistent moves for a war and threat of aggression at every stage of socialist construction.
The state of ceasefire has been a legal reason for such protracted instability on the Korean Peninsula and its ensuing consequences.
Frequent military skirmishes in Panmunjom and in waters of the West Sea including Yonphyong Island and other events which greatly shocked the world were not accidental ones but those entailed by the unreasonable ceasefire mechanism.
The U.S. egged south Korea on to preserve the illegal "northern limit line" by abusing the limitation of AA. Consequently, not a day passed in peace on the five islands on the West Sea of Korea and extreme tension prevailed there.
These areas are an epitome clearly showing the danger of AA and the actual possibility of the outbreak of another Korean War.
It has become as clear as a pikestaff that AA cannot prevent a new war on the Korean Peninsula.
The sovereignty of Korea and its nation should not be left to others to defend it.
If the DPRK allows itself to be bound to AA as before with the U.S. hostile acts against the DPRK becoming intolerable in all aspects, the Korean people should suffer again from all the obstacles, misfortunes and tragedy just as they did for over half a century.
No big power has so far been pleased to see the Koreans get united as one and become prosperous.
These days the U.S. and its allies have frantically stepped up their moves for sanctions and pressure and a war against the DPRK over its satellite launch and underground nuclear test. These have been pursuant to the hegemonic policy of those forces displeased with the efforts of the DPRK to build a prosperous reunified power and uneasy about their failure to carry out their strategy for world domination.
It is the conclusion drawn by the DPRK from the threat of war to which it has been exposed for the last several decades that it is hardly possible to build a thriving nation and achieve stable and happy life and national prosperity as long as AA is left intact.
The Korean people's grudge against the U.S. is mounting high and the patience and self-restraint of the DPRK have gone beyond their limit.
That was why the DPRK made an important decision to uproot the root cause of infringing upon national sovereignty, dignity, peace and prosperity and expressed its will to take a decisive military counteraction including the exercise of the right to mount a preemptive precision nuclear attack.
Now that the south Korean warmongers in collusion with the U.S. frantically step up the moves for a nuclear war against the north in violation of AA, the DPRK declared nullification of all the nonaggression agreements reached between the north and the south such as non use of armed forces against the other side, prevention of accidental military conflicts, peaceful settlement of disputes and the issue of nonaggression boundary line. These are the logical steps taken in line with the nullification of AA.
The DPRK is fully ready to take potential and toughest counteractions which can force the anti-DPRK forces to experience the most miserable time in their destiny till their surrender. -0-

The decision was a bold step to eradicate the leftovers of the Cold War and achieve durable peace and stability on the Korean Peninsula and thus contribute to the human cause of peace.

AA and hostile forces' alliance for a war that have still existed decades since the confrontation between the East and West ended are the last leftovers of the Cold War on the earth.

Since the ceasefire in the Korean war the U.S. has obstructed the reunification of Korea to put the region under its control and fostered contradiction and confrontation between the north and the south contrary to AA which defined a peaceful solution to the Korean issue.

Since the demise of the Cold War, too, it has expanded and strengthened the military alliance in the Cold War period under the pretext of the continued state of war under AA.

It developed U.S.-south Korea, U.S.-Japan alliance into a triangular military alliance and a multinational military alliance comprising Australia and others. It is now spearheading the implementation of the UN Security Council's "resolution on sanctions" in a bid to hurl more satellite states than those in the 1950 Korean war into a new Korean war.

More countries are participating in blocs including a military alliance under this or that pretext, to say nothing of countries and regions hostile to the DPRK after the demise of the Cold War.

On the contrary, the DPRK has neither joined any military bloc nor received any guarantee for military protection such as "nuclear umbrella".

It is only the DPRK that is countering the imperialist allied forces by itself outside bloc. As a result, a serious military and dynamic imbalance has been created in the international relations surrounding the Korean Peninsula.

The anti-DPRK moves of the U.S. and its allies are escalating as the days go by as evidenced by the high-handed sanctions and pressure they put on it by setting in motion a hand-raising machine inside the UN while branding the DPRK's satellite launch, the legitimate right of a sovereign state, as a "provocation". This saliently reveals the reality in which only the law of jungle prevails, to say nothing of the elementary impartiality and principle.

Such imbalance cannot be removed as long as there remains AA and there is a limit to the capacity of neighboring big powers to defuse the continuing instability and tension on the Korean Peninsula. This has been fully proved by the past six-decade-long history.

Nowhere in the world is such war zone as the Korean Peninsula where huge nuclear strategic forces are massively deployed and military actions including joint war maneuvers are taking place almost every day.

Peace on the peninsula is linked to world peace.

A new Korean war will mean a regional war and world war which will involve major states in the Asia-Pacific region and the region. World peace is unthinkable apart from peace on the peninsula.

The existence of the fragile AA would not be of any help to ensuring peace on the peninsula and in the rest of the world but create only a vicious cycle in the relations among regional countries including big powers and hinder their development. This is truth proven by history.

The constant source of war exists in the Asia-Pacific, the largest center of world political, economic and military activities in the 21st century though they are aimed at peace and development. This is not in line with the basic trend of the development of the present times and not beneficial to anyone.

The state of ceasefire on the peninsula should not be allowed to go on in the light of the trend of the times and the prevailing situation.

The nullification of AA shows once again the iron will of the DPRK which set it as the main task for defending the sovereignty to ensure peace on the peninsula and has made every possible effort to do so.

The option of the DPRK has become clear now that the moves of all hostile forces to encroach upon its sovereignty and dignity are reaching a dangerous phase.

The army and people of the DPRK have launched a decisive battle for national reunification and peace of mankind, keenly aware of the noble responsibility for protecting the destiny of the country and the nation and convinced of the final victory in the all-out action against the U.S.

It is their invariable stand and the mode of the counteraction of Mt. Paektu style to counter the enemy coming in attack with a knife with a sword, a rifle with artillery piece, and nukes with precision strike means more powerful than them.

Gone are the days when there was verbal exchange.

If the hostile forces dare provoke the DPRK, misjudging its steadfast toughest countermeasures, they will perish in face of its merciless, deadly retaliatory blows.

All the service personnel and people of the DPRK will fully realize the sovereignty of the country and the nation by dint of the tremendous might of Songun they have bolstered and record a new history of great Korea which has defeated the imperialist allied forces.
